Could the above be connected to OpenERP?

Both Cyn.in and OpenERP provide connection via XML-RPC, and both are open source, so you should be able to get all informationen needed to create an interface.

(XML-RPC is just a means to communication, no ready-to-use interface.)

Similiar with NotreDam: That provides a REST API, normally meaning well-defined http calls.

So yes, the three packages should in theory be able to work together somehow.
But I'd suspect no one has yet done so, so you'll have to implement the interfaces yourself.
