Hello,
I am trying to implement a warehouse for a cleaning company. So far I've got everything going smoothly. We currently have a team that goes out with their cleaning equipment and chemicals to clean houses and such. Should I consider them as a partner location and anything used to be moved to a virtual location as production and the remainder to be reput in their warehouse?

Depends on how much control/effort/detail you want. You could treat each team as either a location or a warehouse, do an internal transfer for the stock they take, then process a usage document (typically this would be a SO but not sure how you bill) then transfer back in the balance.
Or you could have the chemicals as consumable items and not bother to track - are you trying to get accurate costs per contract?
I wouldn't put them in a partner location as they are still owned by the cleaning company.
